p\u00eache.<\/span><\/span>\u00a0<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">M\u00eame apr\u00e8s l\u2019adoption des objectifs de d\u00e9veloppement durable par l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations unies en 2015, qui r\u00e9affirment explicitement ce mandat dans la cible 14.6, les progr\u00e8s dans cette direction ont \u00e9t\u00e9 extr\u00eamement lents.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-2 fusion_builder_column_1_2 1_2 fusion-flex-column\" lang=\"fr\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Une mise \u00e0 jour de 2019 a montr\u00e9 une estimation de 22 milliards de dollars d\u00e9pens\u00e9s par les gouvernements pour soutenir principalement leurs flottes industrielles longue distance !<\/span><\/span>\u00a0<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">[1] Une large coalition d\u2019organisations de la soci\u00e9t\u00e9 civile et de personnalit\u00e9s publiques soutient depuis de nombreuses ann\u00e9es maintenant qu\u2019il est temps d\u2019agir MAINTENANT.<\/span><\/span>\u00a0<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Lors d&rsquo;une r\u00e9cente r\u00e9union d&rsquo;information en pr\u00e9paration de la prochaine 13e r\u00e9union minist\u00e9rielle (MC13) \u00e0 Abu Dhabi (26-29 f\u00e9vrier 2024), la directrice g\u00e9n\u00e9rale adjointe de l&rsquo;OMC, Angela Ellard, a rendu compte des progr\u00e8s du processus de n\u00e9gociation.<\/span><\/span>\u00a0<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Mais elle a \u00e9galement averti que, \u00e0 moins que des mesures concr\u00e8tes ne soient prises, le d\u00e9clin mondial des ressources se poursuivrait sans rel\u00e2che.<\/span><\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span lang=\"fr-FR\">Nous pr\u00e9sentons ici quelques r\u00e9sultats de recherches r\u00e9centes qui soulignent l&rsquo;inqui\u00e9tude d&rsquo;Angela Ellard. Mais nous sommes \u00e9galement convaincus que le changement est n\u00e9cessaire, urgent, r\u00e9alisable et r\u00e9ellement avantageux pour le plus grand nombre.<\/span><\/p>\n<p lang=\"fr-FR\"><span lang=\"fr-FR\">Le changement n&rsquo;est jamais facile. Les armateurs en viennent\u00a0<\/span>\u00e0\u00a0<span lang=\"pt-PT\">consid<\/span><span lang=\"fr-FR\">\u00e9rer qu&rsquo;ils ont le droit d&rsquo;obtenir, par exemple, du carburant subventionn\u00e9 pour les voyages transoc\u00e9aniques, le<\/span><span lang=\"nl-NL\">ur<\/span><span lang=\"fr-FR\">\u00a0principal facteur de co\u00fb<\/span>t\u00a0<span lang=\"nl-NL\">mais<\/span><span lang=\"fr-FR\">\u00a0aussi un type de subvention tr<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">s utilis\u00e9. Leur nature souvent discr\u00e9tionnaire peut int\u00e9resser les gouvernements pour faire avancer des objectifs nationaux ou internationaux, notamment en mati<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">re de commerce, de comp\u00e9<\/span><span lang=\"it-IT\">titivit<\/span><span lang=\"fr-FR\">\u00e9, etc. Les lobbies exercent une influence consid\u00e9rable sur le processus d&rsquo;\u00e9laboration des politiques, au niveau national et international, afin de maintenir le statu quo. Le co\u00fbt des distorsions des conditions de production et d&rsquo;\u00e9change est principalement support\u00e9 par les citoyens des pays qui accordent des subventions, par l&rsquo;environnement marin et ses ressources, principalement dans les pays du Sud o<\/span><span lang=\"it-IT\">\u00f9\u00a0<\/span>op<span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">rent les flottes subventionn\u00e9es, par les p<\/span>\u00ea<span lang=\"fr-FR\">cheries artisanales de ces pays qui voient leurs conditions de revenus se r\u00e9duire. S&rsquo;il n&rsquo;est pas question de dire que tous les navires industriels subventionn\u00e9s sont automatiquement soup<\/span>\u00e7<span lang=\"fr-FR\">onn\u00e9s d&rsquo;actes r\u00e9<\/span>pr<span lang=\"fr-FR\">\u00e9hensibles, la difficult\u00e9 de surveiller et de contr<\/span>\u00f4<span lang=\"fr-FR\">ler les pratiques en mer constitue un d\u00e9fi pour toutes les agences nationales charg\u00e9es de l&rsquo;application de la loi. Le r\u00e9cent rapport de l&rsquo;ODI intitul\u00e9 \u00abFishy business\u00bb jette un peu de lumi<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">re sur ce qui semble\u00a0<\/span>\u00ea<span lang=\"fr-FR\">tre les \u00abbrebis galeuses\u00bb du secteur. Ses messages cl\u00e9s, issus d&rsquo;une recherche approfondie dans plusieurs pays, sont les suivants:<\/span><\/p>\n<ul>\n<li data-block-key=\"9b3pv\">\u00ab<em><span lang=\"fr-FR\">Une poign\u00e9e de grands conglom\u00e9rats &#8211; 19 entreprises &#8211; poss\u00e9dant ou exploitant 657 navires dans les ZEE de l&rsquo;\u00c9quateur, du Ghana, du P\u00e9rou, des Philippines et du S\u00e9<\/span>n<span lang=\"fr-FR\">\u00e9gal ont d\u00e9<\/span>j<span lang=\"fr-FR\">\u00e0 \u00e9<\/span>t<span lang=\"fr-FR\">\u00e9 impliqu\u00e9s dans des pratiques non durables, notamment la p<\/span>\u00ea<span lang=\"fr-FR\">che accidentelle, le manque de transparence, la participation au syst<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">me de troc saiko et l<\/span><span lang=\"nl-NL\">e d\u00e9coupage<\/span><span lang=\"fr-FR\">\u00a0des ailerons de requins. Permettre l&rsquo;acc<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">s aux zones de p<\/span>\u00ea<span lang=\"fr-FR\">che et aux infrastructures portuaires\u00a0<\/span>\u00e0\u00a0<span lang=\"fr-FR\">des navires qui ont d\u00e9<\/span>j\u00e0\u00a0<span lang=\"fr-FR\">commis\u00a0<\/span><span lang=\"nl-NL\">c<\/span><span lang=\"fr-FR\">es actes r\u00e9<\/span>pr<span lang=\"fr-FR\">\u00e9hensibles, c&rsquo;est risquer de revenir sur les engagements pris en mati<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">re de p<\/span>\u00ea<span lang=\"fr-FR\">che durable. C&rsquo;est aussi une occasion manqu\u00e9e pour le d\u00e9veloppement\u00a0<\/span>\u00e0\u00a0<span lang=\"fr-FR\">long terme et le bien-<\/span>\u00ea<span lang=\"fr-FR\">tre des communaut\u00e9s locales de p<\/span>\u00ea<span lang=\"fr-FR\">cheurs dans ces pays.<\/span><\/em><\/li>\n<li data-block-key=\"9b3pv\"><em><span lang=\"fr-FR\">Ensemble, les activit\u00e9s de ces entreprises impact<\/span><span lang=\"nl-NL\">ent<\/span><span lang=\"fr-FR\">\u00a034 000 emplois dans les cinq pays \u00e9<\/span>tudi<span lang=\"fr-FR\">\u00e9s, et\u00a0<\/span><span lang=\"nl-NL\">envoient<\/span><span lang=\"fr-FR\">\u00a0potentiellement 142 000 personnes sous le seuil de pauvret\u00e9. Elles ont \u00e9galement un impact sur le PIB des pays : au S\u00e9<\/span>n<span lang=\"fr-FR\">\u00e9gal, par exemple, la perte des activit\u00e9<\/span><span lang=\"es-ES-u-co-trad\">s de p<\/span>\u00ea<span lang=\"it-IT\">che repr<\/span><span lang=\"fr-FR\">\u00e9<\/span><span lang=\"it-IT\">sente pr\u00e8<\/span><span lang=\"fr-FR\">s de 0,2 % du PIB national.<\/span><\/em><\/li>\n<li data-block-key=\"9b3pv\"><em><span lang=\"fr-FR\">Les plus\u00a0<\/span><span lang=\"nl-NL\">grands responsables<\/span><span lang=\"fr-FR\">\u00a0parmi les pays \u00e9<\/span>tudi<span lang=\"fr-FR\">\u00e9<\/span>s<span lang=\"nl-NL\">,<\/span><span lang=\"fr-FR\">\u00a0sont l&rsquo;\u00c9quateur, suivi de la Chine, du P\u00e9rou, de l&rsquo;Espagne, du Japon, du Panama et de Ta<\/span><span lang=\"nl-NL\">\u00ef<\/span><span lang=\"it-IT\">wan, province de Chine.<\/span><\/em><\/li>\n<li data-block-key=\"9b3pv\"><em><span lang=\"fr-FR\">Au total, 192 navires ont \u00e9<\/span>t<span lang=\"fr-FR\">\u00e9\u00a0<\/span><span lang=\"en-US\">identifi<\/span><span lang=\"fr-FR\">\u00e9s comme \u00e9tant li\u00e9<\/span>s \u00e0\u00a0<span lang=\"fr-FR\">des int\u00e9<\/span>r\u00ea<span lang=\"fr-FR\">ts chinois mais battant pavillon d&rsquo;autres pays. Cette incorporation de navires \u00e9trangers dans les flottes nationales soul<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">ve des questions, car elle peut entra<\/span>\u00ee<span lang=\"fr-FR\">ner des distorsions du march\u00e9, encourager le d\u00e9passement des limites de captures durables et menacer la s\u00e9<\/span>curit<span lang=\"fr-FR\">\u00e9 alimentaire et les moyens de subsistance.<\/span><\/em><\/li>\n<li data-block-key=\"9b3pv\"><em><span lang=\"fr-FR\">L&rsquo;analyse des man\u0153uvres de p<\/span>\u00ea<span lang=\"fr-FR\">che des navires dans ces ZEE<\/span><span lang=\"nl-NL\">s\u00a0<\/span><span lang=\"fr-FR\">montre une concurrence f\u00e9roce entre les flottes nationales et \u00e9<\/span>trang<span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">res d&rsquo;un m<\/span>\u00ea<span lang=\"fr-FR\">me type de p<\/span>\u00ea<span lang=\"it-IT\">che. La capacit<\/span><span lang=\"fr-FR\">\u00e9 technique des navires \u00e9trangers de p<\/span>\u00ea<span lang=\"it-IT\">che\u00a0<\/span><span lang=\"nl-NL\">ininterrompue et de navigation<\/span><span lang=\"fr-FR\">\u00a0dans des zones recul\u00e9es leur conf<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">re souvent un avantage concurrentiel.<\/span><\/em><\/li>\n<li data-block-key=\"9b3pv\"><em><span lang=\"fr-FR\">Les pavillons de complaisance &#8211; ou le syst<\/span><span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">me par lequel un navire est enregistr\u00e9 dans un pays diff\u00e9rent de celui o<\/span><span lang=\"it-IT\">\u00f9\u00a0<\/span><span lang=\"fr-FR\">son propri\u00e9taire r\u00e9side ou est citoyen &#8211; jouent un r<\/span>\u00f4<span lang=\"fr-FR\">le important dans les flottes \u00e9<\/span>trang<span lang=\"it-IT\">\u00e8<\/span><span lang=\"fr-FR\">res pr\u00e9sentes dans les cinq ZEE<\/span><span lang=\"nl-NL\">s<\/span><span lang=\"fr-FR\">\u00a0\u00e9<\/span>tudi<span lang=\"fr-FR\">\u00e9<\/span><span lang=\"it-IT\">es. Un cinqui\u00e8<\/span><span lang=\"fr-FR\">me des navires \u00e9<\/span><span lang=\"en-US\">trangers\u00a0<\/span><span lang=\"fr-FR\">\u00e9taient enregistr\u00e9s sous un pavillon de complaisance\u00a0<\/span><span lang=\"nl-NL\">dont<\/span><span lang=\"fr-FR\">\u00a03 % sous\u00a0<\/span><span lang=\"nl-NL\">celui<\/span><span lang=\"fr-FR\">\u00a0du Cameroun, du Vanuatu et des Comores, qui figurent sur la liste noire. The\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41586-023-06825-8\" target=\"_blank\" rel=\"noopener\">study authors<\/a>\u00a0found that more than 70% of fishing vessels were not emitting public signals, like the AIS (automatic identification signal to avoid collisions) open to monitoring. Between 21 and 30% of supply and energy vessels were also not publicly tracked. The study covered the 15% of the ocean where 75% of fishing takes place.<\/p>\n<p>We have drawn\u00a0<a href=\"http:\/\/www.mundusmaris.org\/2023\/solidarity-with-artisanal-fishers-in-senegal-and-mauritania\/\" target=\"_blank\" rel=\"noopener\">attention<\/a>\u00a0earlier what the combined effect of industrial overfishing and expansion of offshore fossil fuel production means e.g. for women and men in artisanal fishing villages in Senegal, where industrial supplies to fishmeal plants further aggravate the resource overfishing at the direct expense of citizens food security. Quite a few of these industrial vessels are subsidised, whether flying the Senegalese flag with foreign ownership or being flagged to another country. World Fisheries Day, 21 November 2023 saw a big manifestation of a platform of representative organisations\u00a0<a href=\"http:\/\/www.mundusmaris.org\/2023\/world-fisheries-day-21-november-2023\/\" target=\"_blank\" rel=\"noopener\">putting their demands forward<\/a>\u00a0to the government, namely a stop to further industrial fishing licences, an investigation into fishmeal factories and transparency. We highlight the significant gains that can be made for marine ecosystems, small-scale fisheries, and the climate. Like with many of the needed policy and operational changes, we expect some short-term costs, but significant longer-term benefits. Public inclusive dialogue and the fair sharing of costs and the future benefits are major tasks of national and international policy makers so that a strong enough social consensus overcomes the lobbies.
